1 cylinder running rich at idle

I've got a 2004 FZ1 that it seems is running rich in one cylinder at idle. Above 2000RPM-2500RPM the bike runs great, no power issues. Initially the bike was running very rich, carbs have been gone through and thoroughly cleaned, float levels adjusted and spark plugs are all new. Even after all the adjustments and cleaning the 3rd cylinder seems to be fouling at idle. Any ideas on what could be causing this? any advice is appreciated.
 
Float valve maybe. Sometimes they start leaking around the o-ring on the float valve seat. That would make it rich. Fuel level to high even though the float is adjusted correctly. Happened to me once, two of 'em would only overflow when the pump was running. Just a thought.
