H20/Oil Pump binding... why?

Howdy,

I'm Hail-Mary'n (hope this forum is active) this post to try to get some info before I put the bike back together and/or source new parts. In short, I can barely turn a newly re-assembled H20/Oil pump in my hand via the impeller/drive sprocket. Is this normal?

BACKGROUND to issue:
I pulled my 02'' H20/Oil pump because of the common seal failure.
Banged out the old seal/bearing, per FSM, and replaced the seal(s) and the impeller.
Bearing came out fine. Spins normally. Was re-oiled and re-frozen for install into the housing.

ISSUE DETAILS:
When re-tightening the H20 pump housing after installing the seals, the impeller spins freely.
When re-tightening the OIL pump housing, the impeller begins to bind. *note: oiled oil pump b4 install*
When all covers/bolts are tight to the 7.5ft/lbs, the impeller is barely able to turn.

I've removed the bearing and re-installed it again, thinking I had a poorly seated bearing... but the problem duplicated itself again.

Is this type of binding normal? (I can't think it can be... but, idk)
Any thoughts as to the cause of this?
Any ideas as to how I could solve this problem?
