Just noticed that I am missing the rubber insert that is on the inside of the left passenger foot rest frame work. I can't figure out what the purpose of this is. Do I need it?

I too always wondered why they had that there. It looks like some kind of mud flap but who knows. I know when I am using my bungee net, it always gets in the way since thats one of my hook-up points. Maybe someone else can shed some light on the subject.

Previous owner had removed the left passenger foot peg and the right was only serving the purpose of an exhaust hanger.
I'm not seeing the part you guys are describing, mind calling it out from the exploded view, linked above...

You're not missing anything.
The rubber coated steel damper is only on the back of the right side passenger footpeg to isolate the vibrations that could be passed through the exhaust.
The shouldn't be a matching one on the left side.
