Won't crank, only fast clicking noise with a good battery

08 FZ1 with a newer 6 month old battery on a battery tender putting out close to 13V but the bike won't turn over I just get fast clicking noise. with 13V come out of a good battery where do I go next to check voltages. I guess I should check the relay first but not sure how. Any help is welcomed
 
UPDATE: I checked the large 50 amp fuse and the 2 15 amp together under the seat and all were good. The rapid buzzing sound is coming from a little black box that when I opened is the main fuse box with all the fuses in it. I tested the 4 - 10 amp, 1 -15 amp, 1 - 20amp fuse and they all tested good. Not sure why the little fuse box is buzzing.
 
Check power out of the start solenoid then power at the starter. If you have 12v in both places the starter is bad. If you don’t have it at the solenoid than check power coming into it. If power in is good and power out is bad than the solenoid is bad. You can track the problem down by testing each section of the circuit.

I should also say you have to push the start button when testing starter. You can also do a continuity check using the ohm function across a relay when trying to start.
