Anyone know what this is?

So I'm running the wiring on my 07 fz1 for a USB and I pull my tank for the first time and see this hanging there. First inclination is it's the overfill line but am not positive. I don't see a port for it to connect to so can someone give me some clarification please?

Ok so it's definitely not the overflow line. That being said, I still am unable to locate where it connects. Any help would be appreciated.

I'm not sure but as you live in beautiful California I'm guessing it's part of the California only emission control system. If I'm correct the pipe and roll over valve assembly you're holding in the photo should be connected to a charcoal canister to stop fuel vapor venting to the atmosphere.
 
Ok that makes sense. I'm not seeing any kind of filter for it to attach to so I'm guessing it's not going to really affect anything in its current state?
