Well you might get lucky and find a set on eBay for a reasonable price, otherwise the Yamaha dealer will be your other option.

I have recently bought the yamaha lower fairing kit for my 09 Fz1. It didn't come with instructions. If someone has a set of instructions, I would like to get a copy.
I just installed lowers on my 10. I bought them 2nd hand w/no instructions. It is EASY. PM me if you'd like.
