rubber tie downs under the passenger seat

I have a 2012 model. Under the passenger seat there are two rubber band type tie downs. One is for the tool kit but the smaller one closer to the rear of the bike has nothing. What is it for?

That's where I keep my disc lock

Can't remember the name of it but there is a U shaped lock that will fit in there that that is designed to hold down.
