I definitely notice a difference when I change the brake lines on my bikes. The older the bike, the more the improvement. I would definitely not change the OEM lines on a 1 or 2 year old bike and I only change them if it's due on the maintenance schedule. In the case of my 26 year old FZ600, the difference between the original lines and the HEL lines was unbelievable.
To me, the advantage of the SS lines is that they don't cost a lot more for essentially a 'lifetime' product. Unlike the 3 or 5 year cycle the OEM lines may list, the SS lines don't have to be replaced again so it saves a lot of money and hassle over the life of the bike.
I have no idea whether changing old, worn out OEM lines to new OEM lines would offer the same improvement in level feel and feedback as SS lines but I suspect it probably would.
