Sounds like one smokin' deal to me.

When I was track bike shopping about 40 to 50% of the bikes didn't have a title, people were asking much less vs. the same bike with a title.
 
No title, no money! Yes, local LEOs should be made aware of this. Also, I'm sure there is a repo man out there still searching!!!

If he wont at least tell you the VIN, I would think it's a touch hot.
 
I love all the cheap bikes I see listed on Craigslist with lines like "I don't have the title but it's really easy to get" or "bike is perfect other than the brakes not working, a bad clutch, cracked bodywork and a couple of other minor issues" or "bike was running perfectly but just needs a new battery"... if these are as easy and minor of issues as the seller tries to make it sound why don't they just fix the issue and sell it for more money? I guess they are just waiting for the right sucker.
